Alleged gunman in Don Carter Lanes shooting returns to court for fitness hearing

ROCKFORD, Ill. (WIFR) – The decision on whether alleged killer Duke Webb is fit to stand trial will now be made at the end of May following Thursday’s fitness hearing.

The former U.S. Army sergeant is accused of opening fire on Dec. 27, 2020, inside Don Carter Lanes in Rockford. Three people were killed and several others were wounded.

Two psychiatrists took the stand Thursday, one for both the defense and prosecution. Prosecutors brought Dr. Stafford Henry in as a witness, who testified after several conversations with the defendant, Webb is fit to stand trial. Henry says Webb’s detailed answers to the questions in his fitness evaluation gave no indication the alleged gunman could not stand trial. He says Webb told him he felt he was fit to stand trial.

The defense presented Dr. Stephen Dinwiddie who had previously diagnosed Webb with schizophrenia, a diagnosis Henry disagrees with. Dinwiddie says throughout his conversations with the defendant, Webb showed signs of PTSD and trauma exposure prior to the December murders. He says Webb had delusional thinking that fits the criteria for schizophrenia. He believes, at this moment, Webb is not fit to stand trial, but with appropriate medication the defendant’s fitness could be restored.

Webb is expected to appear back in court May 30.
