A recent study named North Carolina No. 1 out of all 50 states for starting a business.
B2B Reviews aims to “offer real-world advice from industry experts” among other functions. The website’s recent study of which states are best for starting a business looked at a number of factors including tax policies, growth rate of small businesses, likelihood of business survival, overall economic health and more.
Based on these factors, “overall scores” were assigned to each state in four broader areas including taxes, business growth and survival, economy and workforce. Here’s what B2B Reviews found on best and worst rated states – and what made N.C. so great.
Starting a business in NC
“North Carolina’s beautiful beaches aren’t the only reason to flock to the state,” the B2B Review article said.
The article entry for NC also praised the state’s “strong economy, competitive tax environment and top-tier workforce.” Based on scores out of 25, NC earned:
- Taxes overall score: 18.84
- Business Growth and Survival overall score: 22.63
- Economy overall score: 14.02
- Workforce overall score: 18.10
These ratings put N.C. at No. 1 in the country for starting a business according to B2B Review’s metrics. Researchers also mentioned that the state was in the top 10 for corporate taxes, and ranked at No. 2 in the country for business growth from 2023-24 and business survival rate.

According to B2B Review’s study, the following 10 states ranked best in the country for starting a business:
- North Carolina
- Ohio
- Texas
- Indiana
- Florida
- Georgia
- Colorado
- Alabama
- South Dakota
- Utah
Worst states to start a business
On the opposite end of the spectrum, rankings 41-50 were:
- Hawaii
- Idaho
- Kansas
- New York
- New Jersey
- Vermont
- New Mexico
- Delaware
- Oregon
- Rhode Island
