City Council Business Meeting on October 1, at 6 p.m.
The Palm Coast City Council meets regularly to discuss and vote on official City business. These meetings are open to the public, and Palm Coast residents are strongly encouraged to attend. An increase in public engagement helps to build a stronger sense of community, increase valuable discussions, and decrease division.
The agenda for the City Council Workshop Meeting on Tuesday, October 1, at 6 p.m. will be as follows:
Proclamations
The following presentations will be presented:
- The Palm Coast City Council will present a proclamation recognizing October 2024 as Disability Employment Awareness Month.
- The Palm Coast City Council will present a proclamation recognizing October 2024 as Down Syndrome Awareness Month.
- The Palm Coast City Council will present a proclamation recognizing the week of October 6, 2024, as Fire Prevention Week.
- The Palm Coast City Council will present a proclamation recognizing the week of October 7, 2024, as Customer Service Week.
- The Palm Coast City Council will present a proclamation recognizing October 1, 2024, as Citizens Academy Alumni Ambassador Appreciation Day.

Appointment
- The Palm Coast City Council will appoint an applicant to the City Council District Seat 4 Vacancy. On August 19, 2024, Palm Coast City Council Member Cathy Heighter announced her resignation effective August 23, 2024, prompting the City to begin the process of filling the District 4 seat. During the September 17, 2024, Workshop, City Council interviewed applicants.

The following resolutions will be presented for approval:
- The Palm Coast City Council will appoint and swear in the new City Council Member for District 4.
Presentations
The following resolutions will be presented for approval:
- The Stormwater and Engineering Department will give a presentation on possible options for the expansion of the Palm Coast Community Center parking lot.
Ordinances Second Read
The following resolutions will be presented for approval:
- The Palm Coast Fire Department will present an ordinance amending Section 25-52 of the local Fire Prevention Code regarding burning, in response to the citizen concerns about land development clearing pile burning. City Council discussed the ordinance at the September 10, 2024, Workshop and the first reading took place at the September 17, 2024, Business Meeting. The ordinance aligns with the Council’s priority of sustainable environment and infrastructure.
Resolutions
The following resolutions will be presented for approval:
- The Stormwater and Engineering Department will present a resolution approving a work order with Kimley-Horn to develop a Traffic Calming Plan, following the recommendations of the early 2024 Residential Speed Limit Study. The plan will focus on residential collector roads and include strategies, an implementation schedule, and post-implementation studies.
- The Stormwater and Engineering Department will present a resolution approving contract amendment, easements with Florida Power & Light, and a work order for designing a traffic signal for the Fire Station 22 and 26 project. These projects are part of a 5-year plan to improve fire response times by replacing Fire Station 22 and building a new Fire Station 26.
- The Stormwater and Engineering Department will present a resolution approving project expense, easements, and a utility credit agreement related to the Old Kings Road South Utility Improvements Project. This project, part of a 2007 settlement between the City and County regarding water and sewer services, involves extending utilities along Old Kings Road. The City will provide bulk water and sewer services.
- The Parks and Recreation Department will present a resolution approving the park impact fee credit contract with Mesa Capital for the design and build of a disc golf course facility. Mesa Capital Group, the developers of the Whiteview Multi-Family Project, are proposing to expedite the construction of a City Park, including a Disc Golf Course, on land donated to the City.
- The Stormwater and Engineering Department will present a resolution approving a work order with Taylor Engineering for phase two of the Saltwater Canal Study. The project, part of the 5-Year Capital Improvement Plan, will address dredging 26 miles of the canal system.
- The Parks and Recreation Department will present a resolution approving a memorandum of understanding between the City of Palm Coast and the Flagler County School District. The City of Palm Coast and Flagler County School District’s Master Agreement, signed on July 27, 2023, allows for shared use of facilities for recreational and educational purposes. This memorandum of understanding focuses on the City’s maintenance of athletic fields at Buddy Taylor Middle School and Belle Terre Park.
- The Parks and Recreation Department will present a resolution approving an agreement between the City of Palm Coast and the Flagler Count Cultural Council (FC3) for the administration of the Cultural Art Grant Program. On August 13, City Council discussed partnering with the FC3 to administer the grant, which supports local arts and culture organizations.
- The Parks and Recreation Department will present a resolution approving a master services agreement with the Palm Coast Historical Society and Museum, Inc. (PCHS). On August 13, City Council discussed entering a Master Service Agreement with PCHS to support their efforts in preserving the city’s history. The agreement includes financial assistance, use of park facilities, and access to city venues for programs and events to enhance the PCHS’s work.

Meetings of the Palm Coast City Council typically occur three times per month. A 6 p.m. business meeting on the first Tuesday of the month, a 9 a.m. workshop meeting on the second Tuesday of the month, and a 9 a.m. business meeting on the third Tuesday of the month. All meetings occur in the Community Wing at City Hall at 160 Lake Avenue in Palm Coast.
