Court documents show Jamey Noel gave gifts, travel, meals to Council Member John Miller

LOUISVILLE, Ky. (WAVE) – Newly released court documents show former Clark County Sheriff Jamey Noel paid for overseas trips to Nicaragua and Cuba for Clark County Council Member John Miller. Miller previously denied to WAVE violating Indiana’s conflict of interest statutes when voting on funding New Chapel EMS contracts.

Records obtained by WAVE showed Miller was listed as a paid driver for the company and had also filed a secondary employment form with Clarksville Police, his primary employer. Sources also confirmed Miller was part of the “clean up crew,” a group of people close to Noel who would take out ambulances when extra were needed. Miller said he was not paid, and was only a volunteer.

The records show Noel charged the New Chapel credit card $1,500 for round trip tickets to Nicaragua in 2018 for Miller and $938 for round trip tickets to Cuba in 2023, during Miller’s term. Noel also charged $8,500 for a tour company to arrange tours, lodging, and meals during the Cuba trip for five people, including Miller.

Noel also paid for George Strait tickets, Kenny Chesney tickets, meals at St. Elmo’s, an Indianapolis steakhouse, and numerous cigars. Miller told investigators he accepted between 20-25 meals from Noel every year, but said Noel refused to let others pay when dining out.

Miller told investigators Noel convinced him to run for the political position. He said he quit New Chapel before he assumed his elected office.

Miller did not fill out a conflict of interest form during his time on the council. Clark County Council Attorney Maxwell Mccrite sent a letter to Clarksville police saying in his professional opinion Miller had done nothing wrong when taking the votes. McCrite did not respond to emailed questions from WAVE.

Another search warrant revelaed the Noels charged more than $92,000 to New Chapel credit cards for Macy’s purchases. Credit card records show Jamey alone spent $83,000 at the department store.

The search warrants were released on the same day Misty Noel, Jamey’s wife of 28 years filed for divorce claiming the marriage was broken. She said the two had separated April 1, and asked the court to divide their marital assets. Their assets are currently frozen as part of an agreement with the Indiana Attorney General’s office in its civil case against the Noels to recover millions identified by the State Board of Accounts as improper spending.

Misty and Kasey Noel have also filed a request to join their trials and change their bonds to allow them to travel into the Louisville metro. Currently neither can travel outside Indiana without court permission. Judge Larry Medlock has not ruled on either request.
