Senator Hoylman-Sigal discusses the Fashion Workers Act

According to people in the industry, modeling agencies operate without accountability. Under state law, modeling agencies are considered management companies, and because of exceptions under state law around what they do – booking models for photoshoots – they frequently escape licensing and regulation. 

Former models have testified before lawmakers in Albany reporting that these agencies have become a sort of Wild West for bad actors – a place where young men and women are abused, threatened and exploited for jobs and sexual favors.  

Senator Brad Hoylman-Sigal, chair of the Senate Judiciary Committee, sponsored the Fashion Workers Act https://www.nysenate.gov/legislation/bills/2023/S2477/amendment/A to help end the abuse, by providing regulation around an industry otherwise known for its glamor. 

He spoke with Capital Tonight host Susan Arbetter about the issue.
